Article I

Duties of the Executive Committee
The Executive Committee of the MSAUMR shall:

  • Carry out the purposes of the MSAUMR as specified in Article II of the Constitution.
  • Make arrangements for holding the General Assembly meetings.
  • Appoint two regular members to coordinate Da'wah and Social activities as outlined in Artic1e III of these ByLaws.
  • Review the status or conduct of any member in question. The Executive Committee shall recommend the removal/nonremoval of the member in question. To terminate the membership of a member, a majority vote of the members attending the General Assembly meeting is required. The member in question must have the right to present his/her case prior to the vote.
  • If an Executive member exceeds the number of absences prescribed in Article VI of the Constitution, he will be subjected to dismissal from the Executive Committee.
  • An officer may be removed from his/her office if the majority of the regular members vote to remove him/her in a General Assembly meeting. The President does not have the authority to excuse or remove any Executive Committee member from his/her office. The officer in question must have the right to present his/her case prior to the vote.
  • Nominate the Election Committee.
Article II

Duties of the Officers

  • The President shall be responsible for supervising all activities of the MSAUMR. All activities must be conducted according to the provisions of the Constitution and these ByLaws.
  • The Secretary shall keep files of all official correspondence and shall take minutes at all meetings of the Executive Committee and the General Assembly.
  • The Treasurer shall be responsible for all financial matters of the MSAUMR and shall keep records of all financial transactions during his/her term of office. A suitable banking account will be maintained. The President will sign checks only in the absence of the Treasurer.
Article III

Activities
A. The Da'wah activities:

  • - Organize the Islamic activities in the mosque.
  • - Arrange lectures for subjects related to Islam on campus.
  • - Arrange audio and visual means on subjects related to Islam.
  • - Organize interfaith discussions with other religious and ethnic organizations.
  • - Do the necessary to develop a better understanding of Islam on campus.
  • - Take care of any matter of religious nature.

B. The Social activities:

  • - Arranging for dinners and picnics during the semester.
  • - Organizing sport activities for the members.
  • - Organizing any other activity of a social nature.
Article IV

Amending the ByLaws

  • After a review and a recommendation by the Executive Committee, the ByLaws may be adopted at the General Assembly meeting by a two thirds affirmative vote of the regular members present at the meeting. All amendments must be approved by the Student Affairs Committee and the Academic Council or their designated representative.
Article V

Decision Challenge

  • After discussion with the Executive Committee, the Executive Committee decision may be challenged and appealed by any of the regular members within a maximum time of two weeks. To change the decision, a two thirds vote of the regular members attending the General Assembly meeting is required.
Article VI

Disqualification

  • In all cases, the officers, and all members should abide by the decision of the General Assembly, otherwise he/she will be relieved of his/her duties and may be removed from the membership. If an officer is relieved from his/her duties, the Executive Committee should do the necessary for the election of a new officer. The disqualification of any member is subjected to the two thirds votes at the General Assembly meeting. The officers and all members must have the right to present his/her case prior to the vote.
Article VII

Officers Resignation

  • If any member of the Executive Committee is willing to resign, he/she should submit a signed letter to the Executive Committee. If any officer resigns, his/her resignation should be approved by a majority vote of the regular members attending the General Assembly meeting. A vacancy occurring in the Executive Committee, for any reason, shall be immediately filled by a regular member nominated by the Executive Committee and to be approved by the General Assembly within thirty days.
Article VIII

Parliamentary Procedure

  • The meetings of the General Assembly and Executive Committee should be conducted according to the Robert's Rule of Order. If any unexpected issue occurs, the problem should be referred to the Executive Committee for interpretation.
Article IX

Election Procedure
A. Election Committee

  • The Election Committee consists of three members.
  • The Election Committee must be announced by the Executive Committee on the third Friday of March and has to be approved by at least fiftyone percent votes of the members attending the regular Friday meeting.
  • Elections must be conducted on the third Saturday of April. The time and place of the election meeting must be announced atleast three weeks prior to the meeting date.
  • The Executive Committee shall make sure that the Election Committee does not add to or alter the election procedure outlined herein.

B. Nomination

  • The Election Committee must post the nominee names who accepted the nomination as and when they arrive.
  • Nominations for officer positions will be open until the time of voting for the position.

C. Election Meeting

  • Election must proceed in the following sequence: President, Secretary, Treasurer.
  • For each position the election will proceed as follows:
    1. A period not exceeding five minutes will be allowed for members to direct questions to each candidate.
    2. Two opposing and two supporting statements will be allowed with a time limit of three minutes per statement. The Nominee will have the final word after all statements are made.
    3. Voting will be by secret ballots even if there is no competition and winning a position will be by a simple majority votes.
    4. The Election Committee will count the votes and announce the results immediately.
