Article I
Name
  • The name of this association shall be the "Muslim Students Association at the University of MissouriRolla,"hereafter referred to as MSAUMR. The MSAUMR is one chapter of the MSA chapters of the United States and Canada. MSAUMR is affiliated with the "Islamic Center of Rolla, Missouri (ICRM)" and with the "Islamic Society of North America (ISNA)."
Article II
Purpose
The purposes of the MSAUMR are:
  • To make Islam better understood by Muslim students and others.
  • To provide guidance to Muslim students on campus in practicing Islamic activities.
  • To strengthen the fraternal bonds among all the Muslim Students at UMR.
  • To promote friendly relations between Muslim and nonMuslim students at UMR.
Article III
Membership
  • Membership shall be open to all students at UMR. There shall be three classes of membership: regular, associate, and honorary memberships.
    1. Regular members - Any UMR students who agrees to comply with this Constitution and the ByLaws and has paid hisfher membership fees as mentioned in Article VII of this Constitution is eligible for regular membership. .
    2. Associate members -UMR staff and faculty members and dependents of the regular members may become associate members if they agree to comply with this Constitution and the ByLaws and has paid hisher membership fees as mentioned in Article VII of this Constitution.
    3. Honorary members - An individual(s) not officially associated with UMR may become an honorary member when nominated by a regular member and approved by the majority of all regular members. Only individual(s) who have made significant contributions, provided unusual service, or showed interest in MSAUMR may be recommended for honorary membership.
  • Any membership can be rejected by two thirds of the quorum at the first general assembly meeting. Voting shall be based on the willingness of the applicant to support and obey Article 11.
  • The membership will be open in the beginning of each semester for a period of three weeks.
  • Only regular members may vote. Only regular members who are in good standing may hold office in the organization. Good standing is defined as participation in the organization activities and payment of membership fees.
Article IV
General Assembly
  • The General Assembly quorum for business shall consist of at least two thirds of the regular members of MSAUMR. In the election meeting, the quorum shall consist of more than half the regular members of MSAUMR. If there is no quorum in a general assembly meeting another meeting can be called after at least one week and no more than two weeks for the same agenda and 20% of regular members of MSAUMR or 10 members whichever is less will constitute a quorum.
Article V
Executive Committee
  • The Executive Committee of the MSAUMR shall consist of the President, the Secretary, and the Treasurer. Any regular member who satisfies the conditions of Article 111 is eligible to become an officer (President, Secretary, or Treasurer). Officers Election will be conducted once a year before the end of each Winter semester as outlined in the ByLaws. Officers will assume their duties from June 1st to May 31st of each year. A majority vote by the regular members present in the General Assembly meeting is required for election.
Article VI
Meetings
  • The MSAUMR shall have at least one General Assembly meeting during each semester. The Executive Committee has the right to call for Special meetings. A request by more than fifty percent of the regular members shall require the Executive Committee to call for a Special meeting. All members who called for a Special meeting should attend the meeting . If a quorum is not present, the meeting will be canceled 15 minutes after the announced beginning time. The President has the authority to grant an extension of time. The President should call for the Special meeting within one month. The members of the Executive Committee should all attend the General and Special meetings. The President shall call for the Executive Committee meetings. A member has an excused absence if he informs the Secretary before the meeting that he cannot attend. If a member has two excused absences or one unexcused absence, the Secretary shall notify him of his status.
Article VII
Finance
  • Membership dues shall be paid by regular and associate members to the Treasurer within three weeks of the beginning of each semester. Dues for the new members are due three weeks after their acceptance. The amount of dues shall be decided by the Executive Committee. The Executive Committee may accept help from any source in any form consistent with the purpose of the MSAUMR. The money shall be used to support the purposes of the MSAUMR as stated in Article II.
Article VIII
Amendments to the Constitution
  • Any proposed amendments(s) shall be presented to the Secretary in writing. The Executive Committee shall thoroughly examine the amendment(s) and notify the members prior to a Special meeting which shall be called for the purpose of considering the amendment(s). An affirmative vote by two thirds of the regular members is required for the adoption of any amendment. The adopted amendment(s) must be approved by the Student Affairs Committee and the Academic Council or their designated representative.
